FCO-SPF Drug and Crime Programme

The Drugs and Crime Programme (DCP) is part of the Strategic Programme Fund (SPF), formerly Global Opportunities Fund (GOF). The DCP is the key delivery tool to reduce the harm to the UK from drugs and financial crime.

DCP Objective:

The overall objective of the SPF DCP is to reduce harm to the UK from drugs and financial crime by increasing international engagement, capacity building and agreeing a common understanding of the threat. Combating this effectively is a top domestic priority for the UK, and the FCO supports that through DSO 1 – a flexible global network, serving the whole of the British Government.

The SPF DCP is driven by a multi-agency Programme Board, which owns the programme strategy. The Programme Board approves changes to the strategy, evaluates bid proposals, and delegates day to day management of the programme to the SPF DCP Projects Team.

Supported project:

Drug and Crime Programme (DCP) monies have been used to support the Law Enfocement Against Sexual Exploitation and Trafficking of Children (LEASETC) project over the period April 2005 to December 2008. The Project is implemented by UNICEF. The project aims to provide training and capacity building measures to Cambodian law enforcement, the judiciary and government departments in order to reduce the attractiveness of Cambodia as a risk-free centre for trans-national crimes, in particular trafficking and sexual exploitation of children (TSEC) and child sex abuse (CSA).

The project has assigned officers in approximately 200-250 districts and communes in high-risk areas, provided basic and refresher training in TSEC/CSA to around 1,500 district and commune police officers and training on case management on TSEC to over 500 police officers in more than 10 provinces.  Specialise training has also been provided for medical forensics. TSEC and CSA training modules/manuals have been updated to conform to new laws/guidelines, printed and disseminated to police trainees. The project has also developed protocols setting out collaborative working methods and defining the roles and responsibilities of all agencies involved in the investigation, prosecution and after care of TSEC/CSA. The project is also developing a fully functioning and accessible database and monitoring system available to all key stakeholders in the criminal justice system to assess and recover data on the progress of TSEC/CSA cases.
