The Strategic Programme Fund (SPF) is the FCO’s largest programme budget. The SPF, formerly the Global Opportunities Fund (GOF), is closely aligned to the FCO Strategy and our Departmental Strategic Objectives. It has been created to ensure that there is a co-ordinated approach within programme and project work to provide appropriate support to our most important policy objectives.
